PVR-150 on 6-STABLE: success and mini HOWTO

Come to think of it, I don't think that the SETTYPE ioctl was ever meant to 
set the broadcasting standard or channelset, but for the tuner make. I found 
that odd the first time I looked at it. May work or might have worked by 
accident only before.
