Massive sound changes / fix (24/32bit pcm support, new sampling rate converter, various fixes)

I've add tarballs, for HEAD / RELENG_5. Somebody might prefer to use
that instead of diff. Instructions can be found there, as usual:

Hopefully we can get wider audience for testing purposes. Several
people have confirmed that these changes *really* do what have been
advertised.
