Always on top for fxtv

Hi all,

the attached patch adds "Always on top" functionality to fxtv.  That is, it lets
the window to stay over all others (by placing it in the above layer) when changing
focus with the window manager.  It uses the netwm protocol; if it's not available,
it does nothing.

Is it there any chance to get this included in fxtv?

PS: I've been told that it could be better if the option remained disabled by
default, so that '-alwaysOnTop' could be better than '-noalwaysOnTop'.
