Actually, it may depend on your cell phone operator.
As far as I see, you're in Russia.

Did you try to use ppp instead of pppd?
Besides, it's a good idea not to sent ident in ppp dialog:
e.g. MTS in SPb doesn't like this for some reason.

And could you show your "options" file?
