set CPPFLAGS to define internal big endian flag

RedHat bug https://bugzilla.redhat.com/show_bug.cgi?id=889781 gave me the hint
that the icu build needs an explicit CPPFLAGS set for bigendian architectures.

This Makefile patch does that for the bigendian architectures that are
supported.
