  DESCRIPTION:
  DESCRIPTION OF SERVICES
  The Department of Information Resources (DIR) requires the services 
  of one or more Technical Writer(s), hereafter referred to as 
  Worker, who meets the general qualification of ITSAC Technical 
  Writer 2 Level, Core Technology Type and the specifications 
  outlined in this document for the and the specifications outlined 
  in this document for the Texas Education Agency Services (TEA).  
  All work products resulting from the project shall be considered 
  “works made for hire” and are the property of the TEA.  TEA may 
  include pre-selection requirements that potential Vendors (and 
  their Workers) submit to and satisfy criminal background checks as 
  authorized by the Texas law.  TEA will pay no fees for interviews 
  or discussions, which occur during the process of selecting a 
  Worker.
  
  Services To Be Performed (will include, but not be limited to, 
the following):
  •	Perform advanced computer systems analysis working closely with 
  business users, business analysts, and development team to define 
  web application instructions, guidelines, user help and other 
  systems supporting documentation.
  •	Analyze existing requirements documentation, application design 
  documents and information provided by technical team and customers 
  to gain overall understanding of an application’s functionality 
  and the tasks users are required to perform.
  •	Create detailed instructions and procedures with business 
  context information, needed by inexperienced to moderately 
  experienced users of web applications.
  •	Create all documentation in compliance with Level 1 American 
  Disabilities Act (ADA) guidelines.
  •	Create and maintain all Foundation School Program (FSP) 
  application online documentation including training materials, help 
  and quick tips.
  •	Create screen captures and other illustrations as needed and 
  process illustrations for presentation in web format.
  •	May create video training materials optimized for online 
  viewing or download using Camtasia.
  •	Submit document drafts for technical and customer review and 
  edit as requested to ensure the clarity.
  •	Create appropriate style guide for all documentation, or follow 
  TEA guidelines related to style and content of documentation used 
  for similar purposes.
  
  II.	WORKER SKILLS AND QUALIFICATIONS
  	Minimum Requirements:
  	Years		Skills/Experience
  	4	Excellent oral and written communications skills with experience 
  in working with a software development team to produce all type of 
  technical and training documentation for software applications.
  	2	Work experience in documenting procedures from requirements 
  specification and design documents. Work experience coordinating 
  with application development teams to analyze and document 
  procedures and system characteristic
  	2	Work experience using help development, web development, word 
  processing tools, and onscreen video production tools (Techsmith® 
  Camtasia® or Macromedia® Captivate and Macromedia® , RoboHelp®, 
    and Dreamweaver are a plus

  III.	TERM OF SERVICE
  Services are expected to start November 15, 2006 and are expected 
  to be completed by August 31, 2007.  Total estimated Worker hours 
  shall not exceed 1,900 hours per Worker. This service may be 
  amended, renewed and/or extended providing both p arties agree in 
  writing to do so.
