upper case does not work in netbeans

so, when i hit SHIFT+key in the netbeans IDE letters are still lower
case.  i do not know what the affect is of having caps lock on, because
i long ago removed that key from my keyboard.

netbeans: 3.5.1
with jdk1.3.1-p9, i cannot enter upper case letters.
with jdk1.4.2, the problem does no exist.

any ideas?  is this a java bug or a netbeans bug?  maybe we could even
throw linux emulation into the mix. :)
