java/jdk13 does not autodetect itself

I'm not sure, if this is the way to go.

I myself add a following line (or similar one) in MAKE_ARGS section of
/usr/local/etc/pkgtools.conf file for portupgrade to work.

    'java/jdk13' => 'NATIVE_BOOTSTRAP=1',
