Jails cannot all share the same loopback. The networking in a jail is a
bit odd if you're new to it. If you really want each jail to act like
its own entire OS+network stack you are looking for the experimental
VIMAGE jail environment. Otherwise you may have to resort to using some
sort of virtualization.
