Allowing parameters per jail

Hi,

I'm used this patch 
[http://mhunet.wordpress.com/2011/05/11/jailrc-patch/] to allow specific 
per jail parameters in rc.conf like 
jail_<JAILNAME>_params="allow.raw_sockets allow.sysvipc"
  In FreeBSD 9 I still cannot use this basic jail configuration. Why 
this patch (or kind of) is still not comitted ?
