All I can say is that I just pulled the /etc/rc.conf file from my old 9.1
system out of mothballs and here are the relevant lines from that:
firewall_enable="YES"
firewall_type="/etc/fw.rules"
firewall_logging="YES"
The /etc/fw.rules file was a file that I constructed that contained only "add"
commands.
I never saw anything other than the filter rules from that file when I did
"ipfw -a list".
