Problem with dummynet

I have problem with dummynet in FreeBSD 5.4
When i create any(10Mbit/s) pipe for my any host in local network, delay for this host
rise from 1-3 ms to 15-20 ms, freebsd 5.3 i have not see something
that
pings before i add pipes
ping 192.168.1.3

pings after i add pipes
