ipfw counters (field 3)

95 percentile is not actual traffic. It says 95% of the time you are below
this figure for traffic.

There's an old patch you can run with mrtg here:
http://www.seanadams.com/95/

A better alternative would to run rrdtool on an interface and have rrdtool
record 95%
