As it happens, I don't have machines with real PCI-PCI bridges; only
PCI host controllers. Since nothing broke that I can test, I can not
see any regressions.

Unless someone else can test real PCI-PCI bridges with an actual device
on the subordinate bus(ses), I think we can change ia64 to NEW_PCIB.
