WIP - Locale New Approach

I have done a write up on the work I've done so far on a new approach
to maintain the locale database in the FreeBSD base system, it is
available at http://wiki.freebsd.org/LocaleNewApproach.

Comments etc are greatly appreciated.
Also references to other lists where this could / should be discussed
on.
