Offering: German Dvorak keyboard layouts

Hello,

I've got Dvorak layouts for German keyboards. I'm using them already
since a few months. It would be nice to have them from official
sources.

What I can offer is a layout for the plain text terminal and for
the X-server.

- /usr/share/syscons/keymaps/german.dvorak2.iso.kbd
- /usr/X11R6/lib/X11/xkb/symbols/de_dvorak

I've changed the original German layout to comply with the suggested
Type II layout, which is optimized for web and programming.

There is one difference. I did not swap the German "ß" and
the question mark as the author suggests.

Maybe it can be improved in some ways to make everyone happy.

Are you interested to add these files to the official distribution?
