Does svn-to-cvs still work? & How to use freebsd-update?

cvsup.freebsd.org is updating from cvsup-master, but no ports or source 
changes have been coming down in the last few days.  I'm seeing updates to 
gnats tickets and other content however. Perhaps there are release 
engineering commit freezes in place?
