You first need to ensure that your mirror server meets all of the requirements for an offical mirror server, then you need to apply for a hostname within the FreeBSD.org domain for your country (i.e. us.freebsd.org). I have a shell script that connects to the ftp via netcat and compares the age of the file to a local copy. If the local copy is outdated a fetch is started.
