Canadian FTP & CVSup mirrors update

Hello!

ca.freebsd.org has updated it's zone to enable a few new mirrors, remove a
few inactive ones, and welcome one back.

So, we now have:

ftp.ca.freebsd.org aka ftp.nrc.ca
ftp2.ca.freebsd.org aka less.cogeco.net
ftp3.ca.freebsd.org aka freebsd.arcticnetwork.ca
cvsup.ca.freebsd.org aka less.cogeco.net
www.ca.freebsd.org aka fbsdw.panaso.com
www2.ca.freebsd.org aka freebsd.arcticnetwork.ca
