The instructions located @ http://www.freebsd.org/doc/en_US.ISO8859-1/articles/hubs/mirror-official.html said to make sure that another mirror would not be useless for my region. So I am asking! Is there room for another Tier-1 Mirror for North America?

I would say yes, but you are asking right in the middle of the
release cycle for 5.1 and most folks are pretty busy right now.
If you can wait, resubmit your request to hostmaster at freebsd.org
after 5.1 is out.
