Mirror Site Requirements - Final Draft?

     Surely, there should be some kind of release effort from all mirror 
managers.  And mirroring everyday is just not enough.  You would just 
mirror an older release.  This is something that cannot be automated for 
secondary mirrors (disk space, the final frontier).
