You don't really need a `script' to do this.

Tags in CVS are not versioned, so you can force-tag the repo-copied
files and move the tag to its new place.

For example if you have two files:

    foo.c,v
    bar.c,v

and bar.c,v is a repo-copy of foo.c,v then you move the tag only for the
bar.c file by checking it out, and running:

    cvs tag -f -r 1.2 bar.c

This should force/move the tag to point revision 1.2.
