No it's not. Google says that's a dongle with a MosChip MCS7780, and not a 
SigmaTel STIR 4200:

There appears to be a linux driver for the MCS7780:

I don't actively work on the USB IrDA support on FreeBSD. This is mainly 
because I'm lacking the hardware. Also bluetooth dongles are supported by 
the netgraph bluetooth stack, and are cheaper than USB IrDA.
