Changes to reboot routine in 5.4?

I've had a problem with a pair of ECS motherboards (VIA C3) that won't 
reboot without hitting the reset button. A "flash" is visible on the 
console, but it's not enough to cause the motherboard to reset. One 
system is running 4.11, the other 5.4, and through all the upgrades this 
has been a problem. That is until I upgraded the one from 5.3 to 5.4, 
and that one reboots fine. I didn't see anything in the release notes 
about changes in this area, does anyone have a clue as to what may have 
changed. If so, it would be great to get this ported into 4.11 if that's 
possible.
