sysctl machdep.hlt_logical_cpus affects kernel HZ?

One of my colleagues has just noticed that setting:
sysctl machdep.hlt_logical_cpus=1
appears to double the kernel frequency as reported by
systat on 5.2.1-RELEASE-p11.
Is this correct? What are the implications? How can this
be corrected?
