Don't remember where I saw it but there is a product for embedded 
applications that is a complete webserver in a module about the size of an 
Ethernet socket (includes Ethernet socket) for about $50 with a $250 
development system.  If it could handle *BSD, it would certainly qualify 
for 'smallest'.
