vte3 not fetch-able.

It appears that the latest version of vte on any of the gnome download
sites. 0.63 appears the latest. 0.64 is available on the Gnome gitlab repo
and is three weeks old Seems odd that it has yet to make it to the mirrors.

It builds fine, but I have not done real testing.
