Update to 1.3.0

libpwquality 1.3.0 was released a year ago.  Please see the attached patch. 
Note there were some improvements.

- Add LICENSE.
- Move configuration file from ${PREFIX}/etc/security to ${ETCDIR}.
- Use @sample to install the configuration file.
- Correct manual pages to note our configuration directory.
