patch to unbreak and update psiconv

converters/psiconv has been marked BROKEN (Unfetchable).
This updates psiconv to 0.9.9, fixes the MASTER_SITE and adds a LICENSE
(GPLv2, according to http://frodo.looijaard.name/project/psiconv).
I also updated pkg-descr's WWW line to what looks like the canonical www page
of psiconv.
