Odd permissions on a few files in gnome-system-tools

Four files installed by gnome-system-tools in the last update were
installed with very odd
permissions. The files are:
/usr/local/share/gnome/help/services-admin/nl/services-admin.xml
/usr/local/share/gnome/help/services-admin/nl/legal.xml
/usr/local/share/gnome/help/time-admin/nl/time-admin.xml
/usr/local/share/gnome/help/time-admin/nl/legal.xml

All were installed with 0645. From the log of the install, they appear
to be installed by
for file in time-admin-nl.omf; do \
  scrollkeeper-preinstall
/usr/local/share/gnome/help/time-admin/nl/time-admin.xml ./$file
$file.out; \
done; \
touch omf_timestamp

Only the nl files in services-admin and time-admin are installed in
this manner. All other files are
installed with 0444 perms.

Can anyone explain why Dutch is handled differently and why
scrollkeeper-preinstall installs them
with the rather strange 0645 perms? Why are not all of these 0444?
