gstreamer videoscale plugin: totem3 failure

Okay.
PowerPC does not need v4l_compat This is i386 and amd64 only.

I notice that the multimedia/gstreamer plugins has an .if
${ARCH}=="i386" then why not make a similar section for powerpc?
