Hi,
i believe the correct check in etc/rc.d/webcamd should read
 
 
        if checkyesno hald_enable ; then
                command_args="$command_args -H"
        fi
 
 
Using the form		[ -n "${hald_enable}" ]
always succeeds even when the variable is set to NO
