Gnome terminal does not display VIM's extended characters (digraphs) properly

Ok, what if LANG= is unset?  If did change the Terminal->Character Encoding
to UTF-8, but it didn't immediately have an effect.  I didn't realize we
needed to set LANG ourselves.

I'll continue tweaking of course.
