The commits in question are do help us be able to only include the new
bsd.perl.mk file when it is strictly necessary. To do this, either
USE_PERL5 or WANT_PERL needs to be defined before the inclusion of
bsd.port.pre.mk. (The choice of which one depends on whether the perl
dependency is unconditional, or conditional).
In some cases I simply added the line, in some cases, I moved an
existing definition (and nearby code) up above the pre.mk inclusion.
Other than that, there are no code changes.
I can supply the patches to anyone who is interested. OTOH, I would like
to go ahead and make these commits within the next day or two, to give
us the possibility of quickly throwing the switch on bsd.perl.mk.
