The mpeg2.h is in multimedia/libmpeg2. The
multimedia/gstreamer-plugins-mpeg2dec depends on multimedia/libmpeg2 by
default, which other tinderboxes and in my systems have no trouble. You
need to follow http://www.freebsd.org/gnome/docs/bugging.html to make your
bug report more useful.

# cd /usr/ports/multimedia/gstreamer-plugins-mpeg2dec
# make maintainer
multimedia at FreeBSD.org

The multimedia at FreeBSD.org is a correct place to report for
multimedia/gstreamer-plugins-mpeg2dec.
