hald not seeing added disk (some times)

Of late (and I can't quantify how late), hald seems to fail to see
removable disks added to the system. I don't see any probes on the
console and the disk is never mounted. I can mount the disk manually.

I have dbus-daemon, dbus-launch, polkitd, hald, and hald-runner are
present. 

Any idea where to look for why this is happening? It's just a bit
annoying.
