GTK20 without CUPS ?

The way that GTK+ detects CUPS support forces us to do what we're doing 
now.  CUPS is NOT mandatory, though.  If you do not have cups-base 
installed, and you do not define WITH_CUPS, then you will not get CUPS 
support.
