Issues with incorrect locale settings

OK.  So the question then is how can I get apps like Evolution and
sylpheed to sort mail folders such that they are not case sensitive?

It's probably a conceptual error on my part.  For example, starting
evolution with the following produces the error:

trey at salamander~> LC_COLLATE=en_US evolution

(evolution-2.0:44053): Gtk-WARNING **: Locale not supported by C
library.
        Using the fallback 'C' locale.

(evolution:44053): Gdk-WARNING **: locale not supported by C library
