This seems more like a X configuration problem than a gdm problem. Gdm
simply calls shutdown -p during the shutdown phase. From there, FreeBSD
kills all processes, and drops the user back to vty0. I'm not sure how
KDM does it, but I can't imagine it's that much different.
Maybe you can try playing with the shutdown command in
/usr/X11R6/etc/gdm/gdm.conf. If that doesn't work, just don't use that
feature of gdm.
