Can't create a launcher in Gnome2.4

Looks like Nautilus is not using FAM to update the desktop dynamically. 
However, file system modifications are handled dynamically.  If you
restart Nautilus, the launchers should appear.  I would file this as a
bug with GNOME.  It's apparent that FAM is working, it just doesn't seem
to work for the desktop.
