moving applets in gnome-panel 2.3.0

I saw it under GNOME 2.3.0, but every applet I've tried to move under
2.3.1 has worked.  However, I have not tried gnome-weather or time and
date.  I'll give it a shot tomorrow.  Most likely, there is still a bug.
