Did you read anything at all?

The current in the ports tree already has pkg-config 0.15.. Search for 
'pkg-config', 'pkgconfig' or 'portupgrade' in the freebsd-gnome mailing 
list archive, since this one usually come in near everyday.

Hint: Update your ports tree, then start to install sysutils/portupgrade 
and use it.
