hastmon: cluster monitoring daemon

Hi,

Some time ago when studding HAST code I realized that only small part of the
code is HAST specific while the large part is a generic code that can be
reused for a project where you need to implement network nodes and
communication between them.

So to prove this I implemented a simple cluster monitoring daemon that can be
used e.g. to monitor HAST :-) and do automatic failover.
