HWPMC for MIPS 24K, latest patch...

Howdy,

The latest patch is here:

I've made most of the adjustments, including renaming things to MIPS_24K in various places.

There is one bug, in that you cannot properly count CYCLES and INSTR_EXECUTED, the two events
that should work in either counter, do not as yet.

I have not moved the code to using flags as Joseph suggested.

Please test and get back to me about this patch.
