ports/149704: java/eclipse: plugins doesn't work in eclipse-3.5.2_1

I encountered this issue too, so when I upgrade the eclipse-webtools
port, I installed them into the dropins
directory(/usr/local/lib/eclipse/dropins), see PR 148992.
