Maintaining two bibliographies

Before I make extensive changes to the bibliography chapter of the
Handbook, I think that a call for translator feedback is necessary.

One of the resulting formats that I've considered for this file is:

          <sect1>
            <title>Books and magazines</title>
            <sect2>
              <title>English Books & Magazines</title>
              ...
            </sect2>
            <sect2>
              <title>Chinese Books & Magazines</title>
              ...
            </sect2>
            <sect2>
              <title>Japanese Books & Magazines</title>
              ...
            </sect2>
          </sect1>

The diff from the current version is going to be large if I make it look
this way though.  Essentially, it's going to be a rewrite of the chapter.
My opinion is that this will look a bit better than what we have now, which
looks like this:

        <sect1>
          <title>Books and Magazines</title>

          <para><emphasis>International Books & Magazines</emphasis></para>
          <itemizedlist>...</itemizedlist>

          <para><emphasis>Chinese Books & Magazines</emphasis></para>
          <itemizedlist>...</itemizedlist>

          <para><emphasis>Japanese Books & Magazines</emphasis></para>
          <itemizedlist>...</itemizedlist>

          <para><emphasis>English Language Books & Magazines</emphasis></para>
          <itemizedlist>...</itemizedlist>
        </sect1>

The separation of international vs. language categories and English entries
is not very clear and some entries are in seemingly random places[1]:

[1] Take a look at this this entry, for instance:

      FreeBSD Install and Utilization Manual (in Japanese), published by
      Mainichi Communications Inc..

    which is clearly a Japanese book, but is currently far apart from the
    rest of the Japanese books, between German books and an Indonesian
    book.

Is a rewrite of this chapter too disruptive a change to make close to a
release like we're now for the translation teams?
