Incorrect ports cvsup tags in handbook

These tags correspond to the FreeBSD src/ tree (and ports/, doc/, and
www/ trees) at a specific point in time, when a particular version of

This is incorrect; RELENG_* tags only apply to the src tree, and the
other trees use RELEASE_* for release tags, except for www, which is
not tagged for releases.  Can someone please correct this?
