ERRATA: 5.2.1-RELEASE: compile error /usr/include/c++/3.3/bits/istream.tcc, stray ' char

hi;

anything that uses c++ templates fails to compile because istream.tcc has
a little text bug in it on line 1065, namely an extra ' char.

workaround is to remove the char and then all is well.

it seems reasonalble to add this to the online errata.
