Handbook Acronyms

Keeping them in the Handbook is fine with me, I just think in the long
run we'll want tools that create a glossary relevant for the FAQ,
Handbook, Developers Handbook, and other documents automatically from
the same source file that you are already doing a good job
maintaining.  POLA, OBE, and other mailing list acronyms aren't needed
for the Handbook, but would be good to be included at the end of an
article about the freebsd mailing lists, for example.
