Error: /: Permission denied

Turns out this was caused by the cvsroot dir's permissions itself, if 
cvsweb doesn't have permissions on the root dir, the contents are 
unavailable to it regardless of permissions.  it seems to go to the root 
then cd to ./CVSROOT.  Problem resolved.
